JOB DESCRIPTION

Duties:  

This position leads the Library & Archives team and provides expertise and support to BC Hydro’s records and information management program. The position reports to the Manager, Records and Information Operations (RIO). RIO is responsible for providing technology and process leadership to support the enterprise-wide records and information management program protecting BC Hydro’s information assets in all formats and media. As a senior level technology professional, this role will work directly with other business units to enable records and information management outcomes in alignment with corporate, legal, regulatory and other requirements.

Major Responsibilities

* Manage the BC Hydro Corporate Library and Archives (3-4 MoveUp employees).

* Serve as subject matter expert on projects and committees where records and information management is a component.

* Design, implement and evaluate records and information management processes, such as records classification, records storage, scanning and destruction processes.

* Liaises with business units and external parties to research, identify, evaluate and implement technology, processes, and practices that support records management outcomes in alignment with legal, regulatory and other requirements.

* Act as a lead, as required, in the deployment of records and information management capabilities to IT Systems.

* Works collaboratively with other business units in conducting formal needs assessment and analysis of records and information management practices to support effective use of BC Hydro information assets and the technology solutions used to manage those assets.

* Assist with discovery and records searches to support valid internal and external requests. This includes requests for sensitive and confidential records and information.

* Perform system owner activities within the records management system (e.g., FileNet). Specific activities may include configuring user access, updating classification, retention requirements, disposition work flows and auditing system usage.

* Provides input into BC Hydro’s digital archival strategy for long term preservation of electronic records.

* Works with Business Units and General Counsel’s Office to influence and identify business process and technology improvement projects to achieve enterprise-wide records management goals and objectives.

* Provides input into the development of records management policies, standards and guidelines.

* Provide expert assistance to internal clients concerning records management issues.

* Participates in continuing education, research, networking, and professional and industry organizations to develop, maintain, and advance information management knowledge and practices.

Qualifications:  

* Bachelor or Master degree in Information Studies/Science, Archival Studies, a related field of study, Certified Records Management designation, or equivalent direct experience working in records and information management.

* A minimum of 7 years of experience as a technology or records/information management professional.

* A minimum of two years of experience using and implementing electronic records management systems. Experience with FileNet considered an asset.

* Extensive knowledge of records and information management best practices, legal and regulatory requirements and supporting technology standards, policies and procedures as well as a high level of knowledge of the technology solutions deployed within BC Hydro

* Skills and ability to understand and provide advice on technology requirements including functional and non-functional requirements, information architectures (metadata, taxonomy, naming conventions, security, etc.)

* Skills and ability to understand and provide advice on key business processes and compliance management strategies required to manage the records and information lifecycle

* Ability to provide advice, evaluate risks, and propose options/solutions for complex and/or technical information management and information technology issues.

* Experience with using and implementing digital preservation strategies, standards and technologies.

* Strong leadership skills and ability influence cross-functional teams.

* Strong collaboration and relationship management skills with the ability to create and maintain highly influential internal and external relationships.

* Excellent communication, oral and written, is required.

* Demonstrated leadership experience in the Records, Library & Archives industry.

* Strong leadership skills with a demonstrated commitment to motivate, mentor and coach others. 

ADDITIONAL INFORMATION 

* Please note a condition of employment for this role is to maintain your Class 5 Driver's License in good standing.

* Travel between offices may be required.

Flexible work model role definitions

Our four role types identify the degree of flexibility an employee could have to work from home based on the type of work they do. The flexibility for an individual job is up to the manager for each position and the operational requirements. Employees also have the right to work full-time from the office if they prefer. All of our roles require at least some in-person time. 

IBEW/Field – No option to work from home

Resident – Works primarily (4+ days per week) in the office.

Hybrid – May be able to work from home up to 3 days per week.

Remote – Works from home 4+ days per week
